1. SSCI Chairman Inouye's subject letter,
reference a, is in response to reference b.
2. discussing the matter with DO/C/CA
and of the Comptroller's' office, there
seems to be a consensus that a response to the
Chairman's letter probably would not improve our
position but could establish a record of commentary
that would reduce further our flexibility by narrowing
the interpretations which are now possible.
3. The next budget cycle is likely to develop
opportunities to clarify the rules of procedure. At
that time, events may again require areview and
comment similar to those made in reference b.
4. It may also serve our purpose to await the
clarification of the community organizational changes
which are underway.

5. Rules for oversight are likely to be
included in the various drafts of the new title
charter legislation being considered by the Congress.
Commenting to the committees on these drafts offer
additional opportunity to comment on subject issues.
