Comments on Draft of "Presentation to the Senate
Select Committee on Intelligence on the DDO Cuts"

My comments are presented in two fashions. I have, in certain instances,
edited the text and I believe those changes are self-explanatory. I are also
submitting certain alternate language coded to the left-hand margin of the
text. The suggested alternate language is as follows:
Page 2, #1--Add the following, "This does not mean that

individuals
are leaving involuntarily. Normal attrition will take care
of an appreciable percentage of this figure."
Page 5, #2--"The identification of people to leave is, however, on a
competitive basis as I will describe. Therefore some operational
personnel serving abroad will be affected but replacements will
be assigned to their positions."
Page 6, #3--"I should note here that the comparative ranking of employees
in the Operations Directorate is available to each person and,
accordingly, individuals had an opportunity to be aware of where
they stood.
Page 7, #4--I suggest the deleted sentence be left that way and no replacement
language be used.
