Dear Mr. Chairman:
Your recent letter (Q#487) asked whether there have
been consulting contracts between CIA and the U.S. Postal
Service to provide the recruiting and training of postal
inspectors. We have found no record suggesting that CIA
has been involved in any recruitment of postal inspectors.
However, in response to specific requests from the Postal
Service, the Agency did provide specialized training for a
group of postal inspectors in 1973 and 1974. The objective
of the training was to familiarize the inspectors with the
recognition and disarming of packages containing explosive
or incendiary devices. A two hour lecture on this subject
was given to a group of postal inspectors on 1 February 1973,
and a 40 hour course was conducted in February 1974.
Our present involvement with the Postal Service consists
of only rental of post office boxes and other normal mailing
services.
