I . Last Friday I received the attached letter from Congressman Fowler.
Later the same day I received attached summary of the Director's
30 November session with the House Permanent Select Committee on Intelligence,
pages 2-3 of which evidently provide the background for the letter.
2. I am attaching a proposed response to Congressman Fowler which I
would like to discuss with both of you before I forward it to the Director for
his approval.
