As a result, he added clarifying language in the second, fourth, and fifth paragraphs which I believe improve the letter and reduce the risk that the roles of NSA and FBI will be confused. I rasied your point with As you know, the Director will see Senator Kennedy tomorrow afternoon. said he had hoped Kennedy would have the letter by now and suggested that the DCI may wish to sign the response and have George Cary de aver it tomorrow. All actions you suggested for my use at the Interagency Panel Meeting yesterday were approved by the Panel with one exception. I made your point that it is probably a marginal piece of work and that anything that could be determined through these missions is probably available through collateral sources. The NSA reaction was that there could be value in this particular window in watching aspects related to technology transfer, etc. 2. It was agreed that the two agencies would get together to compare notes. We should cite the nature of collateral information and NSA will elaborate its view about value. The agreed or disagreed judgment will then be tabled at the next panel meeting. Dick Curl at State and on the IC Staff should be kept informed. E. H.
