McMahon Acting Deputy to the DCI for the Intelligence Community SUBJECT: DCID 1/2 Attachment 0 REFERENCE: Your memorandum of 9 August 1977, same subject 1. ^ Action Requested: Decisions on the issues you raised in the reference, and your approval to publish the document in a form reflecting those decisions. 2. ^ Background: a. The DCID 1/2 is, in its present form, an entirely new document. ver the course of the last several months it has been completely revised so that it is now a current guidance docu- ment for the Community, whereas previously it had been a mid- range planning document. In the process of revision, each priority was extensively reviewed, and many changes were made. b. n The review and t?ev'is ion were under-Laken by an ad hoc interagency g` P`bup convened for that purpose and representing every element of-the Intelligence Community. You were represented by members of the National Intelligence Officers; the Intelligence Community Staff, which chaired the group; the various DCI collection and production committees; and the CIA Office of the Comptroller. c. 0 The priorities were arrived at by having appropriate members of the ad hoc group take the lead in coordinating views on the priorities in their areas of primary responsibility, as for example the Department of State representative did on priorities. in the political realm. The NIOs represented the views of important consumers, as did of course the State, Defense and Treasury representa- tives. The finished draft was then circulated to NFIB members for review prior to the NFIB meeting at which the document was presented for approval. 25X1 25X1 25X1 Approved For Release 2004/ 7J PreFBY@1FBF BB2vB e. n The DCID 1/2 Attachment when published will establish baseline guiicance. As designed, it will accommodate rapid changes in priorities as circumstances dictate. In fact, we now have a queue of some 37 NIO recommended changes in hand awaiting processing once the system has been established by publication of the initial version. f. With this as background, the attachment to this memorandum ays out the elements of the DCID 1/2 Attachment on which you had comments, showing the way in which it was originally drafted on the one hand, and how we propose to revise it to comply with your guidance on the other. Option blocks are provided for your concurrence or further guidance in each instance. With regard to establishment of a new separate category the priorities which you will see in the attached decision document represent a Department of State/CIA consensus. - g. Establishment of a separate topic and the proposed priorities associated with it, has resulted in the addition of 17 Priorities 3, an increase of 8.2% in that priority. Other changes made in response to your guidance, which you will see in the decision document, resulted in 10 additional Priorities 3, a 4.8% increase. In terms of Priorities 3, therefore, the cumulative impact of these changes is to increase the total by 13%. The changes in overall distribution of priorities are shown in the tables at Tab C of the attached decision document. h. This memorandum provides a means for you to decide on the propose revisions which have been designed to respond to the points raised in your 9 August memorandum. Your decisions, incorporated in the published document, will provide a basis for placing the current priorities system in an operational mode. We believe that, in view of the PRC mission with regard to defining and prioritizing substantive intelligence requirements, this document takes on added importance, and that it will likewise be important to the new National Intelligence Tasking Center's operations.
