SUBJECT: New Chairman for Military-Economic
Advisory Panel
1. Action Requested: It is requested that the DCI invite
Dr. K. Wayne Smith to become chairman of the Military-Economic Advisory
Panel (MEAP) effective 20 May 1977.
2. Background: The chairmanship of the MEAP is a rotational appoint-
ment. The first chairman, Professor Holland Hunter, was appointed in 1972.
He was succeeded by the present chairman, Professor Herbert Levine, in the
spring of 1975. I believe that now is a propitious time to appoint a new
chairman.
3. Dr. Smith has served on the Panel with distinction since 1973.
He is enthusiastic about the Panel and has expressed a willingness to serve
as chairman if asked. I believe he would make a highly effective chairman.
A proposed letter of invitation as well as Dr.. Smith's-professional back-
ground statement are attached.
4. Recommendation: I recommend that you extend the attached
invitation to Dr. Smith. Dr. Levine supports the rotational nature of the
chairmanship and concurs with the nomination of Dr. Smith.

ship of the Military-Economic Advisory Panel. As
you know, since the MEAP was established in 1972
the chairmanship has been rotated periodically. I
endorse this practice and would like you to now
direct the Panel in fulfilling its responsibility
as my advisor on the military-economic analysis per-
formed by the Intelligence Community. Your profes-
sional standing and personal contribution to national
security policy formulation assure me that you are
the right man to head this effort.

DR. K. WAYNE SMITH
Dr. K. Wayne Smith is-currently Executive Vice President and Chief
Financial Officer of The Washington Group, Inc. He was elected to that position
in May, 1976. The Washington Group is a holding company for a number of diversi-
fied operating subsidiaries engaged in textiles, retail clothing, food, and real
estate. With headquarters in Winston-Salem, N. C., the Company operates 15 plants,
consisting of 13 textile facilities and 2 food product units, and some 60 retail
outlets in North Carolina and Virginia.
Dr. Smith is a native of Newton, North Carolina. He graduated summa cum
laude and Phi Beta Kappa from Wake Forest University in 1960 with a B.A. degree in
political science. He did his graduate work, as a Danforth and Woodrow Wilson
Fellow, in political science and economics at Princeton University, receiving his
M.A. in 1962 and Ph.D. in 1964. He also has done postgraduate work in economics
at the University of Southern California. Dr. Smith was an instructor and research
assistant in the Department of Politics at Princeton from 1962 to 1963, and an
Assistant Professor, Department of Social Sciences, United States Military Academy,
from 1963 to 1966. He has taught courses in American Government, Economics, the
Economics of National Security, Public Policy, and National Security Policy.
From 1966 to 1969 he served as Special Assistant to the Assistant Secre-
tary of Defense (Systems Analysis) and was responsible for preparing the Defense
Department's principal decision-making documents. After leaving the Department of
Defense, Dr.. Smith joined the RAND Corporation as Program Manager for Defense Studies
where he was responsible for managing a multi-million dollar research program deal-
ing with national security programs From 1970 to 1972 he was Director of Program
Analysis for the National Security Council. In this position, he was responsible
to the Assistant to the President for National Security Affairs (Dr. Henry Kissinger)
for all NSC matters regarding military force and financial planning, arms control
(SALT), nuclear weapons policies, security assistance programs, intelligence programs
and requirements, and country programming.
From 1972 until he joined The Washington Group, Dr. Smith was with Dart
Industries, a Los Angeles based conglomerate which includes-, among other companies,
Tupperware, Rexall Drugs and West Bend. He joined Dart as Group Vice President
for Planning -and in 1973 was appointed President and Chief Executive Officer of the
Resort Development Group, one of five operating divisions at Dart.
.Dr. Smith is Chairman of the* College Board of Visitors of Wake Forest
University and a member of the Advisory Board to The Brookings Institution, the
Council on Foreign Relations, the International Institute of Strategic Studies, the
American Economic Association, the American Management Association and the American
Political Science Association. He serves as a Senior Consultant to the National
Security Council, the Department of Defense and other federal agencies. He is the
recipient of numerous honors and awards.
He has lectured and written extensively on management systems, program
analysis, and national security policy and is co-author with Alain C. Enthoven of
STAT the book, How Much Is Enough? Shaping the Defense Program, 1961-1969 (New York:
Harper & Row, 1971).
