Crisis Management Simulation
Vince HEYMAN, head of the Ups Center, sen'~' you
a memo re Crisis Management Simulations in
which he suggests that a Community .~caommi~fee
be formed to brainstorm the subject. He notes
that a Crisis Management Analytical Team has
been formed at CIA and is preparing to use a
computer to aid simulations.
Mr. Knoche notes that implementati on of Heyman'
suggestion had best wait for the President's decisi
re structure of the Community. I understand that
this is also the position of D/DCI/IC.
I have prepared a note by which you might co'rf~vey
this thought to Heyman. `~
