It was a great honor and pleasure meeting you on my recent visit to
the CIA for Black History Month.
You and your staff could not have been more gracious in making me
feel at home. In fact, if I weren't already involved in meaningful public
service, I just might have taken you up on your job offer!
I am delighted that you feel my message on black women had such a
positive impact. May I return your compliment by saying that if there were
more public servants of your calibre in executive positions, the advances of
humankind would truly have been multiplied. Pittsburgh and the Commonwealth
are indeed proud to claim you as a native son.
Hopefully we will have the opportunity to meet again in the near future.

C. DeLORES TUCKER
C. DeLores Tucker, Secretary of State of the Commonwealth of
Pennsylvania since January 1971, is the highest ranking black woman in
state government in the country. She is Vice President of the
Pennsylvania NAACP, Vice Chairman of the Pennsylvania Black Democratic
Committee, Secretary of the National Board of Directors of PUSH, and
Vice President of the National Association of Secretaries of State.
She is a member of the National Women's Political Caucus, the 1976
Democratic National Campaign Committee. She is a former vice chairman
of the Pennsylvania Democratic State Committee and a former member of
the Executive Committee of the Democratic National Committee. She was
a founder of the National Black Woman's Caucus.
Mrs. Tucker holds honorary degrees from Villa Maria College,
Erie, Pennsylvania,. and from Morris College, Sumter, South Carolina..
Before becoming Secretary of State, she was president of C. DeLores
Tucker Associates, a Philadelphia public relations firm, and served as
a member and secretary of the Philadelphia Zoning Board of Adjustment..
Mrs. Tucker participated with Dr. Martin Luther King in the
Selma-Montgomery March, and was a delegate to the White House Conference
on Civil Rights. She received the 1961 NAACP Freedom Fund Award,,..rthe
National Association of Television and Radio Artists (NATRA) WomaiT of
the Year Award,.1972; the Martin Luther King Service and Achievement
Award; the National Opportunities Industrialization Center, Inc.-(OIC)
Achievement Award; the 1974 Community Service Award, Quaker City Chapter
B'nai Brith. She was named by Ebony magazine as one of America'4.."100-.i
Most Influential Black Americans" for the past four years.
Other activities include membership on the board of directors
of: Commonwealth Board of the Medical College of Pennsylvania; t1'e New
School of Music; the Philadelphia Tribune Charities, Inc.; Messiah
College Board of Associates; The Martin Luther King Center for Social
Change; the CATALYST Council of Advisors, and Links, Inc. Mrs. Tucker is
a member of the Pennsylvania Bicentennial Commission and,the Pennsylvania
Commission on Women. She is an honorary member of the Alpha Kappa Alpha
Sorority.
Mrs. Tucker is the wife of William L. Tucker and daughter of
Rev. Whitfield Nottage and the late Captilda Nottage.
She was appointed to a second four-year term as Secretary of
the Commonwealth of Pennsylvania by Governor Milton J. Shapp on
January 6, 1975.
Mrs. Tucker was nominated by Ladies' Home Journal (1975 and.
1976) as one of its "Women of the Year." Shewas named abest qualified
to be Ambassador to the United Nations qn a slate of 22 women who could
save America by the National Women's Political Caucus and Redbook
magazine.
