Ware, Jr. Director, Equal Employment Opportunity SUBJECT Additional Comments on OEEO Staffing Proposal 1. I have reviewed the comments of the Comptroller and of the Position Management and Classification Division of the Office of Personnel. I`find nothing in either of these assessments which counters the staffing needs that I proposed in my 22 August 1977 report on the OEEO. The basic decision remains that of the DCI to decide whether to approve in principal the level of human resources proposed for the OEEO in the subject report. The report proposal is estimated to provide minimum staffing for the many continuing tasks and responsibilities growing out of OEEO and Agency planning to meet increasing Agency obligations and DCI policy and requirements. 2. Should there be any serious problems arising from the OEBO staffing proposal, I feel they can be most efficiently resolved as they occur by discussion. However, I believe that some response to the comments of the Comptroller and PMCD are necessary at the outset. 3. With regard to the comments of the Comptroller I obviously have no disagreement. I have already ascertained through discussions with the DCI, ADDCI and the Comptroller that among other things a continually changing Agency staffing level and flexibility in staffing methodologies, including detailees and rotational assign- ments, assure that the OEBO can satisfy most of its needs prior to gaining the 0 positions now included in the Agency's budget for FY 79.
