1. it am sorry to learn that your increasing profes-
sional responsibilities have made it necessary for you to
resign your position as the Central Intelligence Agency's
Hispanic Program Coordinator. I therefore wish to take
this occasion to commend the excellent quality and dedi-
cation of your performance.
2. From the time you assumed this position in Febru-
ary 1974 you have steadfastly sought to develop a hispanic
Program :fo the Agency. Your labor has been a long, uphill
struggle to break through our barrier of less than one
percent Hi.. panic employees. Your successful accomplishment
of this -Lati.stical breakthrough was difficult.
