Blake Deputy Director for Administration ,T: Hiring of Military Annuitant : STAT Colonel, United States Air Force Action Pe quested: The Office of Training (OTR) would like to hrre a military officer who will retire on 30 June 1977. lie is uniquely qualified in the field of information science and OTR has been unable to identify other qualified individuals within the Agency. 2. Back round. The Information Science Center of the Office o 'ny has been trying for at least four months to identify an instructor qualified to teach quantitative methods to Intelligence Community students. We have been unable to identify an officer with suitable qualifications after putting out two Agency-wide vacancy notices advertising this position. This problem was eico?uitered earlier while finding a replace- ment for a less demanding vacancy. Because of the paucity of applicants in the open market, over twenty months elapsed before a replacement was recruited and hired. None of the earlier applicants were adequately qualified for the current vacancy TAT and no potential applicants are known now. E: I STAT is about to retire from the United States r orce an quely qualified to teach this subject. A graduate of West Point, later received an M. S. in Mathematics STAT from the University a inois. His primary duties in the Air Force were as weather officer (nine years) and as an instructor and training administrator in mathematics and information science topics (twelve years). He is presently on the faculty of the Industrial College of the Armed Forces (biographic sketch appended). 3.
