FROM: Director of Central Intelligence
SUBJECT: Russian Linguists
I would like to have someone on a medium priority basis look
into the prospects for our supply of Russian linguists. I wonder
if we shouldn't take stock within the Intelligence Community of
how many billets we have which presently require Russian linguists;
what each agency thinks the future will r ring with regard to
increases or decreases; and what, if any, programs the various
agencies have to increase their supply as needed. My instincts
simply tell me that it looks as though this could be a crunch point
sometime in the future. Perhaps a coordinated approach to this
problem would be useful, e.g., is the mi itary training a lot of
people in Russian who work for a few years at NSA and then get out?
Should we perhaps have some system for insuring that they are offered
jobs in other parts of the Intelligence Community if their talents
are so suited, e.g., should we deliberately subsidize students in
this area with some obligation to serve in the Intelligence Community
thereafter?
