MEMORANDUM FOR: Director of Central Intelligence
SUBJECT: Release of Unclassified Civil Defense Report
1. Action Requested: A discussion by you with Secretary Vance
regarding the unclassified release of the Civil Defense Report.
2. Background: I was called at noon by Roger Kirk (Deputy Director,
INR) who said he was calling on behalf of Secretary Vance to request that
you delay the publication of-the unclassified Civil Defense Report until
you and the Secretary could discuss the subject again.
3. It seems that prior to your previous discussion with the Secretary,
INR had not been able to express their reservations to him concerning the
.report. They are essentially two: (1) they feel that we should not
release an-unclassified version on a subject which is under consideration
by a US/USSR working group (Civil Defense); (2) there is a feeling (which
I do not share) that the draft overstates the magnitude of the Soviet civil
defense program.
4. I told Roger that I would relay his message to you and also
informed him that ?a revised draft was to be circulated to NFIB principals
for continent.
