of the summary and its release. Once that is
obtained, the DCI approves release with the

and printing of Soviet economy paper;
release of DCI's testimony to Proxmire
REMARKS: JEC for its use with published repor
he is getting considerable pressure from
Proxmire staffers for approval of DCI
testimony, and Mr. Bowie advises that this
testimony and the revised summary of the
''oviet economy paper are fully compatible!
I do not see how the Proxmire Committee can
have DCl testimony for release until we have
State and NSC reactions. (It is not a matter
of substance, but of declassification.)
