Strategy
1. Action Requested. The Secretary of Defense has
asked whether we had any indications or documents on
Soviet doctrine for civil defense.
2. Background. The attached memorandum, drawn
from the work currently under way on the IIM on Soviet
civil defense, summarizes our knowledge on this subject
and provides a brief description of our sources.
3. Recommendation. I recommend that you send
the attic etcpacckage to the Secretary of Defense.
