MEINTJRANDUM FOR THE RECORD
SUBJECT: Meeting of Executive Committee Working Group on Terrorism
The meeting of the Executive Committee was convened at 11:00
in the State Department with Ambassador Isham in the chair. The
formal minutes will be prepared by State and circulated. The following
topics were discussed:
1. Ribicoff Bill - Ambassador Isham circulated. a draft of a
coordinate executive-branch reply to Senator Ribicoff and requested,
comments by all agencies and departments by COB Monday,. 19 December,
(I have given our copy to in the office of Legislative
Counsel and he promises a reply to meet the deadline).
Isham will submit the executive branch response based on
comments received to the staff of Ribicoff?s committee by the end
of next week and will explore possibilities of compromise. Secretary
of State has indicated to SenatorsRibicoff and Javits that he wants
to work with them on a compromise bill that could be realistically
administered.
2. At the initiative of the Justice and Treasury representatives,
there was a confused discussion of the efforts of the working group
under the NSC to revise NSDM 207 dealing with "reporting of non-military
incidents." Isham finally ruled that this was not a subject that the
Executive Committee should deal with and Bill Odom of the NSC Staff
asked Justice and State to define language to resolve their differences.
3. Ambassador Isham reported that Secretary Vance anticipates
increased terrorist activity as a result of current diddle East develop-
ments and he has asked Isham to ensure that each department and agency
knows what its role is if we are confronted with a major incident.
4. Isham raised the question as to what was to be on the agenda
for the SCC meeting on terrorism scheduled for 27 December. Col. Odom
of the NSC staff replied that there would not now seem to be any need

for such a meeting and he would propose to Dr. Brzezinski that
it be canceled.

In the temporary absence of Ambassador Isham, the chairman-
ship of the Executive Committee on Terrorisim is transferred to
the Associate Deputy Attorney General, Larry Gibson. Ile will
assist the National Security Council in convening the Committee
if the need arises before Ambassador Isham?s return on Monday,
December 12, 1977.
