SUBJECT : The Problem of Patron State Support
1. Thanks for your memorandum of 26 May and your support for
our plans to go ahead on the problem of Patron State Support for
international terrorism.

2. I have taken up with your need for intelligence
support for the Congressional nearly on June. I attach for your
information a memorandum that has written to me which is
self-explanatory. We will do time es we can within the time limit
and we particularly need your early guidance on how you propose to
handle the sensitive information with the Congressional committee.

SUBJECT . Ambassador Heck's Request for Background Material
on Support Furnished to Terrorists by National
Governments
REFERENCE SA/DDCI Memorandum for the Record of 25 May 1977
1. The referenced memo indicates that Ambassador Heck intends
to draw on such background information as the Agency is able to pro-
vide him on state support to terrorist groups during the course of
his scheduled testimony before the Humphrey Subcommittee of the Senate
Foreign Relations Committee on 29 June. ORPA will, of course, make
every effort to furnish the Ambassador with as much information as
possible within the timespan allowed. But, as you know, our research
efforts in this field have just begun. Hence, we hope that Ambassador
Heck understands that what he will receive will represent little more
than a preliminary -- and necessarily selective -- summary of the data
we are pulling together for the study we hope to publish this fall. .
2. The lack of time to assess this data and to cast it into
proper perspective is one obvious problem that we face. Another is
the fact that most of the available information comes from sensitive
sources. We will, therefore, need to know as soon as possible whether
or not the Subcommittee will be meeting iri closed session.
3. In the interim, we have alerted CPS/CSS and OLC to this briefing
request and have sought their advice on relevant procedural and technical
matters. Should we encounter any problems, we will let you know promptly.

The Problem of Patron' S''tate Support
I have reviewed the outline of the proposed paper
on international terrorism and the problem of patron
state support which you gave me on May 25 and whole-
heartedly endorse this proposal. The paper addresses
very relevant and timely concerns of ours. As I
mentioned to you, this subject deserves careful and
thorough study and the proposed target date is not
unrealistic. However, since we have to prepare for
Congressional hearings on June 29, it would be helpful
to have as much factual data, both classified and
unclassified, on patron state support groups as soon
as possible as this matter is bound to come up in the
hearings.
We will be further in touch with you to discuss
our needs.
