MEMORANDUM FOR: Director of Central Intelligence
25X1
FROM:
Deputy to the DCI for the Intelligence Community
SUBJECT: Crisis Reactions
In his memorandum of 4 March [Tab A], the President sets forth
procedural guidance for the handling of crisis alerting and reaction.
The following is a synopsis of related Intelligence Community mechanisms
for your information:
Alert Memorandum (AM) [Tab B]. An interagency publication
issued by the DCI on behalf of the Community. It provides explicit
warning of possible developments abroad of major concern to the US and
is addressed to SCC members and disseminated also to NFIB principals and
other Washington and field organizations, as appropriate. In addition
to covering t:,,2 subject of the warning, the AM will outline special
measures being taken to ensure more effective coverage of the situation.
Strategic Warning Notice [TAB C]. A special report prepared
by the Special Assistant for Strategic Warning and issued by the DCI
when, in his judgment, there is evidence that the USSR, the PRC or North
Korea is considering military action beyond its borders.
National Intelligence Situation Report [Tab D]. This
is not yet formally implemented, but was used during the Korean
chopping crisis. At the outset of a crisis or other period of intense
international activity, the DCI may designate an NFIB agency (normally
CIA) to serve as executive agent for preparation of a single, compre-
hensive National Intelligence Situation Report to be issued periodically
in support of high-level National consumers. Preparation of the report
will be effected by an interagency task force operating under the
supervision of and with the administrative support of the executive
l./
