MEMORANDUM FOR: Deputy Director for Administration

SUBJECT Appointment of a White House Fellow
to the CIA
1. I have been in contact with the President's
Commission on White House Fellowships at their initiative
since 4 May concerning the possible appointment of a
Fellow this summer to this Agency. As you may remember,
the subject came up in July 1976 and Mr. Bush punted on
the basis that there was not enough time left to effect
the proper security processing before the 1 September date
of appointment. You may also remember that last year, in
addition to several previous years, the Agency has hosted
White House Fellows for a luncheon or dinner gathering
to brief them on the Agency.
2. This year on 7 January the Agency received a
letter from the Director of the Commission addressed to
Mr.. Sorensen, congratulating him on his selection as the
Director and again approaching us to accept a White House
Fellow. Mr. Knoche responded on 21 January saying that
we would appreciate receiving a nomination as soon as
practicable and that he could not speak for the new
Director but believed that he would share Mr. Knoche's
interest in participating in the program. Mr. Knoche
received an answer dated 28 January which said that the
Fellows would be named by the President on 23 May and
would be interviewed by the principals involved (in this
case the DCI) during the period 20-24 June. At the end of
that week, and certainly not later than the following
Monday morning, all assignments should be completed and

our processing procedures could then begin at once. I
met with Mr. Landis Jones, the new Director of the
President's Commission on White House Fellowships, on
11 May to discuss the possibilities. In addition to the
attached briefing sheet on White House Fellowships, I
would note that:
(a) the salary of the Fellow is of course
paid by the Agency;
(b) the GS rating on which the salary is
based, is set by the Agency and ranges from GS-12
to the maximum desired by the Commission of
GS-15/3;
(c) there is no planned leave;
(d) approximately 25 workdays are involved
with travel, including some overseas, determined
by the Commission; and
(e) there are two to three seminars scheduled
per week by the Commission at which the Fellows
are addressed by various Government officials,
often of Cabinet rank.
3. I was careful to advise Mr. Jones that in the course
of our processing we would insist on. polygraphing the
applicant, and he foresaw no problem.
4. As the situation now stands, I should. get back to
Mr. Jones in the near future, hopefully within the next
week. Presumably, you will wish to discuss this matter
with the Director to determine his desire.- Additionally,
we may need to consider exactly what kind. of program should
be blocked out for a White House Fellow. Obviously, the
Commission envisions the broadest possible experience we can
devise.

Purpose $ Eligibility: Especially promising young leaders
are identified. im is to provide them igitJi a year o
exposure to, involvement with, and education in the making
of public policy and the exercise of public leadership.
Excludes civilian Federal Government employees; however,
career military personnel may be selected, but not assigned
to an Agency where they may serve during military careers.
Selection: Ages 23 to 36, U.S. citizens, nationwide
competition. Not more-than nineteen indivz u`c s selected.
Current. White House Fellows: Include a Lieuteuant Colonel, USIA,
the Conductor an blv.sical Director of the Colorado Springs
Symphony Orchestra, attorneys, assistant professors, and
the Jerusalem bureau chief'of the Los Angeles. Times.
Timing: White House Fellows will be named by President on
may 1977, and potential principals (DCI-Admiral Turner)
will interview. them during the period 20-24 June. At the
end of the week of 24 June, agencies should.know whether
they will'or will not be assigned a White House Fellow.
Fellowships run from 1 September through 31 August.
Assi nments: Each assigned, typically as special assistant
to the Vice President, a member of the Cabinet, the head of
an independent Executive Branch agency, or a principal
member of the President.'s staff. Actual nature of assign-
ment varies with particular talents and interests of the
Fellow. Ideally, by end of.year, most Fellows will have
written speeches, attended conferences, supervised staff
work, reviewed or helped draft proposed legislation,
answered Congressional inquiries, chaired meetings, drafted
reports, conducted briefings, etc.
Background: This Agency has never hatd a White House Fellow,

this Agency would be willing to accept a White House Fellow.
Mr. Knoche, while stating that he could not speak for
Mr. Bush's successor, stated to the Director of the
Commission that he believed that Mr. Bush's successor
would share his interest in participating in this program.

Dear
Thank you for your letter of January 21, in response to mine
addressed to then-Director-designate Sorensen. When a new
Director is confirmed, I should appreciate your bringing him
or her up-to-date on our correspondence and conversations.
The 197778 White House Fellows will be named by the President
on May 23, 1977, and will be interviewed by potential
principals (including, I trust, the Director of Central
Intelligence) during the period June 20-24. At the end of
that week, and certainly not later than the following Monday
morning, all assignments of the new White House Fellows
should be completed. Your'Director would, in other words,
know if he or she had a Fellow, and, if so, which one, by
that date, and your processing procedures could begin at
once.
Since, given the change in administrations, I anticipate
that there will be a new Director of this Commission by
April, when our placement and assignment interview details
are usually worked out, I will ask him to call Mr. Janney to
work-out those mechanics at that time.
Thank you again for your interest in this matter. The idea
of having a White House Fellow assigned to the Director of
Central Intelligence is very exciting to me, and I hope and
trust it can all be successfully worked out.
