Arms control Impact Statements Now that we have the g;en_eral procedures for the preparation of impact statements in hand, I would like to tell you 1-101 we propose to run the development of arms control impact statements to accompany the FY-79 budget. To begin with we share the same goals -- timely and respon- sive impact statements. Our success in meeting these goals depends directly on the amount of staff level cooperation which we will be able to foster. The ACDA staff will shortly distribute Analyses with requests for comments and suggested changes, in the hope of resolving differences, where they exist. I would be fulling to rely, in the first instance, on the sponsors of the programs (DOD and ERDA) for the description and funding portions of the Statements. On the other hand, let me suggest that th.e best focus with respect to the Analytical portions of the Statements would be the identification of significant issues and important changes, in preference to the line-in-line- out redrafts characteristics of most interagency efforts. T-111-is is because we wi 1 1 have 32 papers covering some 72 programs to complete by the first weekin December. We would hope tC resolve any issues in most of them and, where we cannot,. to identify those few key questions watch are suitable for consideration and resolution at the SCC level. To facilitate coordination, I am establishing n Arms Control Impact,Working Group under the chairmanship of the Assistant Director, Weapons Evaluation and Control, with his deputy as alternate. Sub-groups will be established as needed, to address those impact Analyses which have lesser arms control significance. In the interim I would appreciate your informing Thomas J. Hirschfeld, Acting Assistant Director, Room 5843, Telephone 632-9474, of your nominee as principal representative to the working group. With your help we can make this effort a success.
