SUBJECT: Deputy US Commissioner: SALT Standing Consultative
Commission (SCC)
1. Action Requested: Your concurrence in Director, ACDA
recommendation to the President, attached, that Rear Admiral
Edward F. Welch, Jr., JCS, be designated US SCC Deputy Commissioner.
2. Background: Since the establishment of the SCC in 1973,
the JCS has furnished the Deputy SCC Commissioner. Admiral Welch's
nomination has been occasioned by the reassignment from JCS of the
former Deputy Commissioner. Admiral Welch is new to the JCS, but
we understand that he is well qualified to serve in the capacity
for which he has been nominated.
3. Staff Action: This action has been coordinated with the
NIO/SP and Chief, SALT Support Staff.
4. Recommendation: That you sign the letter, attached, con-
curring in ACDA Director Warnke's recommendation.

MEMORANDUM FOR THE ASSISTANT TO THE PRESIDENT; FOR
NATIONAL SECURITY AFFAIRS
Now that Robert W. Buchheim has been named U.S. SCC
Commissioner, we also need a new Deputy Commissioner, vice
Brigadier General Serio, who withdrew from this position
incidental to his reassignment in June 1977.
In accordance with NSDM 198, and also the draft
Presidential Directive now agreed upon among the inter-
ested agencies to replace NSDM 198, the Deputy Commissioner
is to be designated by the President upon recommendation of
the Secretary of State, the. Secretary of Defense, the
Director of*the Arms Control and Disarmament Agency, the
Chairman of the Joint Chiefs of. Staff, and the,Director of
Central Intelligence.
I recommend that Rear Admiral Edward F. Welch; Jr..,
USN, be designated SCC Deputy Commissioner. Admiral Welch
is at present Deputy Director, International' Negotiations
Division, the Organization of the Joint Chiefs, of Staff.
Vice Admiral Patrick J. Hannifin, USN, Director, Joint
Staff, the Organization of the Joint Chiefs of; Staff, has
affirmed the availability of Ad Liral Welch to participate in
the next SCC session.

SUBJECT: Appointment of U.S. Commissioner, U.S.-
USSR Standing Consultative Commission
I concur with Paul Warnke's recommendation in
his memorandum of July 11, 1977 that Dr. Robert W. Buchheim
be designated by the President as U.S. Commissioner on
the U.S.-USSR Standing Consultative Commission.
Dr. Buchheim's excellent credentials and his
effective service as Acting U.S.'Commissioner since
January 1977 render him eminently qualified to assume
this position.

I recommend that Dr. Robert'W. Buchheim be desig-
nated by the President as U.S. Commissioner on the
US/USSR Standing Consultative Commission (SCC).
Dr. Buchheim has, since January 1977, been serving
as Acting Commissioner. In this capacity he very
'effectively advanced U.S. objectives in the SCC spring
session, March 22 through June 1, 1977, and established
a constructive working relationship with the Soviet
Commissioner. He has had substantial successful experi-
ence in managing delegations and in dealing with the
Soviets on policy and technical matters.
I am sending a copy of this recommendation to the
Secretary of State, the Secretary of Defense, the Chair-
man of the Joint Chiefs of Staff, and the Director of
Central Intelligence to seek their concurrence in this

1. Action Requested: Your concurrence in Director, ACDA
recommendation to the President that Dr. Robert Buchheim be
designated by the President as U.S. Commissioner on the US/USSR
Standing Consultative Commission.
2. Background: Former ACDA Director Ikle last August put
forward Buchheim's name for the position (Tab C). At the recom-
mendation of the DDI on September 7, 1976 (Tab B), Director Bush
informed Brent Scowcroft and Ikle that Buchheim seemed well
qualified for the position (Tab A). He has been Acting Commissioner
since January 1977.
3. f the SALT Support Staff believes Dr. Buchheim
has done a first-rate job;.F--Iserved as his:Lntelligence adviser
during one SCC session.
4. Recommendation: That you concur in ACDA Director Warnke's
recommendation.
