MEMORANDUM FOR: Director of Central Intelligence

Intelligence Community
SUBJECT : Liaison with ACDA
1. Reference is the attached letter of 14 July from the Acting
Director of ACDA responding to your letter of 29 June which indicated
your desire not to involve the Intelligence Community in the preparation
of impact statements for the Congress on changes in capabilities which
could have an impact on arms control and negotiating experiments.
2. ACDA has designated a liaison officer, and I have assigned
Director of the ICS Office of Performance Evaluation
and Improvement, as the ACDA contact point.
3. The ICS Office of Program and Budget Development will keep
advised as to any programmed changes in intelligence
capabilities that might impact on the arms control negotiating environ-
ment or on monitoring agreed measures.
4. You will note that the ACDA letter finesses any concession to
the position stated in your 29 June letter that the Intelligence Community
should not be involved in the preparation of impact statements.

Dear Admiral Turner:
Thank you for your letter of June 29, 1977,
to Mr. Warnke with regard to including intelligence
programs in the arms control impact analyses under-
taken pursuant to PL 94-141.
Your offer to provide ACDA with information on,
and analyses of changes in intelligence capabilities
which might impact on the arms control negotiating
environment or on monitoring agreed measures is most
welcome. I have asked Brigadier General John Ralph
of my staff to coordinate the establishment of an
appropriate liaison with your staff to facilitate the
transmittal of this information.
In addition, as you may know, both House and
Senate have amended the ACDA FY 1978 authorization
bill to require the Director of ACDA to report to
Congress on the verifiability of arms control pro-
posals and of existing agreements. General Ralph will
explore with your staff what procedures should be
established if such an amendment becomes law.
