SUBJECT Dispatch of Intelligence Community
Staff Documents
1. Action Requested: Signature of the letter at
Tab A dispatching several IC Staff-produced documents to
the new Secretary of the Air Force.
2. Background:
a. Shortly before your arrival I sent packets
of several documents which the Intelligence Community
Staff had produced to incoming principals of the new
administration (as shown at Tab B). The purpose was
to provide some insight into the Intelligence Community
and its functioning, and to express our interest in
providing responsive intelligence support. The
documents included were the DCI's Annual Report (Secret-
level version), the Key Intelligence Questions, and
Perspectives for Planning and Programming.
b. Several key positions in the administration
had not yet been filled at the time most of the packets
were dispatched. I subsequently sent material to each
new incumbent in those positions as he was confirmed
and sworn in. This mailing to Mr. Stetson completes
the distribution. As you are now on the job, it is
appropriate that you sign the letter of transmittal.
3. Recommendation: That you sign the letter at
Tab A.
