This book was written by the late Minister of Defense, Marshal A.A. Grechko, and is entitled The Armed Forces of the Soviet State. As suggested by the high position of the author and t e de scope of the title, it is an authoritative and comprehensive examination of Soviet military power. It is for this reason that it has been included in the series. Although the book contains many long, pedantic, and repetitive passages, it is nevertheless an important work and contains judgments which can be used as benchmarks against which to compare future Soviet statements on military developments. For your convenience, i am also enclosing an Executive Summary. In the Introductory Note to that Summary, you will discern some of the travail which went into obtaining the necessary copyright release from the Soviets. I hope that, after perusing the book, you will agree that the successful conclusion of these negotiations and the publication of this volume will contribute to a better understanding of Soviet military policy.
