Attached are a draft letter to Congressman Don
Edwards and a fact sheet, the latter for use only in
briefing the House Armed Services Subcommittee and,
if possible, only its Chairman, in response to
Mr. Edwards' letter of 7 January 1977 inquiring about
,subject. Due to the complexity of this subject, which
has been discussed with a number of members of your
staff,t?we propose to depart from the usual guidelines
for protecting sources and methods from Congressional
oversight committees by offering this oral briefing.
Due to the continuing sensitivity of the subject, we
request that the briefing not include staff or other
Committee members unless you feel that is absolutely
essential. The fact sheet should not be left, with. the
Committee. We will be glad to provide further background
