In the course of the past five years I have had an
unusually good vantage point to observe the troubles of
the Agency - its involvement with Watergate, the change in,
press treatment, the leaks, the sharply increased congressionfal
involvement, the lower morale. Accordingly, as you may
know, I had reservations about the appointment of a man,
who, notwithstanding his-wide range of achievements., also
was a man who had been a political party chairman.
I am pleased to admit, - indeed, assert - that you
handled the job in a thoroughly professional manner, as
free from political considerations as possible. And you
did it at a critical time for the Agency, when the
intelligence community, the public, and the Congress all
