We appreciate this opportunity to comment on the bill. We do not oppose this bill due to the statutory authority granted in section 8 of the Central. Intelligence Agency Act of 1949. This provision enables the CIA to use discreet procurement methods where security considerations are involved. There are, however, two sections of S. 1264 which should be strengthened in order to remain consistent with existing legislation. First, a national security exempt i.on should be included in section 304(a), dealing with single-source procurements, similar to that already pro- vided in section 201. Second, we recommend that provision be made in section 701 for protest procedures for classified contracts. Other than the suggest i.oras expressed above, this Agency has no objections to this bill and will defer to other agencies more directly affected.
