Dear Mr. Addabbo,
Ever since your strong comments during our budget hearings
last March on the overlap between CIA and DIA computer programs,
I have been working to unravel that picture. I am happy to let
you know that I have just made a decision to delay the CIA program
for one year in order that it and the DIA program can proceed in
step. Otherwise, the CIA program would have been ahead and
commonalty would have been more difficult.
Beyond this, we will make every effort to combine the programs
as much as possible. We have a major study coming out on this
soon. I will be back to you with more details when they are
resolved, but at least we are moving in the direction you suggested.
I appreciate your having brought it to my attention originally.

Dear Mrs. Schroeder:
In our conversation prior to my testimony before the
House Armed Services Committee on 13 July, you asked about
what activities the CIA conducts in Colorado. Let me
recapitulate the status of our activities in your state.
--We have one personnel recruiter and his
secretary in an office in Denver.
--We have four officers (recently reduced
from six) who openly maintain contact with
members of the public who voluntarily wish to
furnish foreign intelligence information to the
Central Intelligence Agency. They are available
to any person who believes he has intelligence
information which would be of value to this
country and would like to put it into official
channels. There are two full-time and one
part-time secretaries who support these four
officers
--We have-a part time employee who does
security investigations for us when the
occasion arises. That is, he investigates-
prospective employees, contractor employees
working on Agency contracts, and others
associated with the Agency whenever we have
a legitimate and legal requirement to check
on their background for purposes of security.
---We also still have a number of contracts
in the areas of analytical methodologies and
for test and evaluation sources, with corporations
in Colorado. These are all administered from
Washington.
