Thank you for your letter of 25 October 1977 on behalf of
Mr. George A. Downsbrough, Jr., of State College, Pennsylvania,
who has filed a request with the Agency under the Freedom of
Information Act.

On n October 1977, this Agency received Mr. Downsbrough's appeal
of our determination in his case and our Information Review Committee
now has the appeal under consideration. However, please understand
that the Agency currently has a backlog of over 200 similar Freedom
of Information and Privacy Act appeals and we are doing .our very
best to handle these as expeditiously as possible. Unfortunately,
most appeals take in excess of six months to complete in view of
the volume of the documents and the time required to process
appeals.
We hope this will be helpful to you in responding to Mr. Downsbrough
and, again, we appreciate your personal interest.

I am writing you as one of your constituents to request your
assistance in dealing with some federal agencies. In the summer
of 1970, following my freshman year at Yale University, I visited
western Europe. The following winter I was interviewed by agents
of the FBI at the FBI office in New Haven. During this interview
those agents insinuated that I had met with agents of Communist
Bloc countries and had travelled in Communist Europe. In an effort
to correct these misrepresentations of the truth I initiated
Freedom of Information Act inquiries with the FBI and the CIA.
So far my efforts to secure my files in order to correct them
have been frustrated. The FBI assigned me case # 48,584 and I
have not heard from them since 24 June 1977; they have procrastinated
beyond the allowable legal limit. The CIA has been far more
responsive. They admit that the Agency has a cable on file under
my name, however they refuse to release it to me under various
eexemptions to the Privacy Act. I am now appealing this decision
to the appropriate CIA Deputy Director through Gene F. Wilson,
Information and Privacy Coordinator.
I am acting in good faith to try to correct misrepresent-
ations in my files in the FBI and the CIA. I would greatly
appreciate any assistance that you could lend me in my requests
of these agencies.
