I have been asked by Admiral Turner to respond to your letter
of 27 October 1977 forwarding correspondence from your constituent
which requested an opinion of a short story entitled
We have reviewed raft and as far as this Agency STAT
is concerned, we have no objection to its publication from a security
standpoint, however, this should in no way be construed as sanction or
approval of his book as such. I find postulation of a STAT
system of identification like the "Martin System" fascinating and would
like to share his story with others in the field of U. S. intelligence to
determine whether it contains at least the impetus for research in the
field if it has not already been undertaken.
