Thank you for your reaction to the recent CIA
report on the Soviet concept for initial military
operations against NATO. It is gratifying to know
that you found it informative.
It is true we have concentrated our resources on
learning more about the Soviet forces in central Europe,
and have given less attention to the rest of the Warsaw
Pact. We do plan to publish a paper in late spring on
the over-all balance in central Europe, and we expect
to publish another later in the year on how the Warsaw
Pact would go to a war footing in central Europe. We
will forward these studies to you and DIA. In the mean-
time we will provide whatever help we can to DIA for the 25X1
work you outlined.
