I want to thank you for the highly profitable orientation
program your staff put together on 6 and 7 April for twelve
Agency intelligence officers. The briefings on command and
control, intelligence collection, and other naval subjects were
directly responsive to these officers' interests. The time that
your staff spent in helping Agency officers understand U.S. naval
doctring, strategy and tactics was very beneficial to all who
participated in the program.
I would be grateful if you were to convey my appreciation
to the members of your staff who were involved (see attached list).
Your J2, Captain Butts, along with Commanders Creely and Moser of
his staff, Commanders Hackett and Shelton of the USS America,
Lt. Ron Ray of the USS Whitney and liaison officer Lt. Al Giglia,
USMC, deserve special mention. The attention they gave to the
specific interests of Agency officers contributed significantly
to the overall success of the visit.

SUBJECT : Norfolk Naval Orientation Program,
6-7 April 1977

BACKGROUND:
1. The staff of the Commander-in-Chief, Atlantic Forces
(CINCLANT), staged an orientation program on naval systems
for twelve CIA analysts from the DDI and DDSU on 6-7 April.
The CIA officers who participated in the program Crab A) found
the two days of briefings useful and pertinent to their areas
of interest. They appreciated the opportunity to question
naval experts and view ships, aircraft, and weapons systems
firsthand. The CINCLANT J2, Captain John Butts, was particularly
helpful in seeing that the program was responsive to the CIA
analysts' interests. I have attached for the DDCI's signature
a letter to Admiral Kidd Crab B), expressing thanks to the
Command and Fleet for their efforts on the Agency's behalf.
CINCLANT Program:
2. On the first day, the CIA group began the orientation
program by attending the CINC's daily intelligence brief, which
was presided over by Admiral Whitmire. This was followed by a
series of briefings on ADP applications in naval intelligence,
Soviet naval doctrine and strategy, intelligence collection,
ocean surveillance, and fleet intelligence.
3. The second day was spent aboard the carrier USS America
and the command ship USS Whitney. The USS America's intelligence
officer escorted the CIA group around the hangar, flight deck,
captain's bridge, air control tower and intelligence center.
The ship's squadron commanders explained the functions of their
aircraft in. intelligence collection programs and in-combat opera-
tions,.. Aboard the US$_ Whitney, the CIA officers were shown the
ship's various "modules" where operations are plotted and from
which task force weapons systems are controlled.

COMMENTS:
4. The decision to limit the group to not more than a
dozen officers directly concerned with naval subjects proved
wise. The program was presented informally with plenty of
time permitted, for questions and discussion. The CINCLANT
staff carefully tailored the subject matter to analysts
specialities. Most Agency officers, however, would have pre-
ferred an even less structured program with more time for one-
on-one discussion of specific naval systems.

Letter of Appreciation to CINCLANT
1. Action Requested: Your signature on the attached
letter to Commander-in-Chief, Atlantic, Admiral Kidd, ex-
pressing appreciation for a naval orientation program given
by his staff to a number of CIA analysts on 6-7 April 1977.
2. Background: The orientation program was requested by
the ADDI on behalf of EDI and DDSU analysts specializing in
naval subjects. We outlined for the Navy the specific topics
that we wished to have covered. The Navy responded with a
two-stage program. The first installment, presented last month
in Norfolk by the CINCLANT 's staff, focused on questions relating
to fleet activities and hardware. The twelve CIA officers who
attended were impressed by the program and the Navy's effort
to provide detailed information on their areas of interest. The
second stage, a one-day program to be presented later in Washing-
ton, will emphasize naval organization and will accommodate a
larger Agency group.
3. Recommendation: That you recognize the efforts of
those in CINCLANT who put together this orientation program by
sending the attached letter of appreciation to Captain Kidd.
