SUBJECT Attendance at International Conferences
1. (S) Action Requested: That you sign the attached
memorandum to NFIB which indicates your commitment to the
President's effort to limit
sets forth the criteria
2. (S) Background: At your request the Executive Secretary
asked each member o NFIB to review and evaluate its agency's
participation in international conferences for the past year.
The members' responses are appended for your information.
(S) The consensus appears to be that the conferences
which require NFIB approval for attendance have been productive
and are worth continuing for several reasons:
a. The informal exchange between analysts is
valuable for developing and maintaining channels of
communications between friendly governments,
b. The conferences expose analysts and analysis
to different perspectives and provide useful insights
into our allies' knowledge and attitudes on subjects
of mutual concern,
c. The conferences give our analysts the
opportunity to defend their reasoning in the
presence of knowledgeable colleagues, and

d. International meetings allow U.S.
participants to benefit from the often specialized
analysis that other countries with more limited focus
pursue.
(S) NFIB has a mechanism for reviewing U. S. participation
in Community-wide conferences which are scheduled only when informa-
tion warrants a meeting. This review ultimately requires your .
approval both for holding the meeting and for the composition of
the U. S. delegation.
3. (C) Recommendation: That you reaffirm the NFIB review
process and thie necessity for careful review of IC participation
in international conferences by signing the attached memorandum
which stresses both points.

and conferences, particularly those meetings held overseas.
2.I At the NFIB meeting on 5 July, I initiated a
review br-rr~ elligence Community participation in international
conferences to which each of you contributed. That study is now
complete. I am satisfied that NFIB procedures for review of
participation in Community-sponsored conferences are sound and
have held U.S. attendance at overseas meetings to a minimum.
3. Therefore, I am directing that NFIB continue to
scrutini a tendance at Community-sponsored conferences. I
urge each of you, before submitting proposals to the Board for
review, to apply the guidelines for employee participation in
symposia and conferences suggested by the Office of Management
and Budget in Director Lance's Memorandum to Heads of Executive
