SUBJECT: Study of Federal Justice System Improve_enz
Activities
The weaknesses of our present system of justice are clear to many citizens- Lawyers are often availawle onlyuliy
to the wealthy or the Tery poor. There are subst=-tia1
backlogs in the courts. While many people have p_ -posed
plans for resolving di-sputes outside of.the courts, mew
of these plans are now operating. The Federal Go-errment
does not bear full reszonsibility for correcting _ ese
inequities, but it sho-ld make its own system a rim:-e1 and
encourage State and local governments to improve _e .rual it T
of their systems of j:ss-
ice.
I have therefore directed my Reorganization Proje-_= Staff
at the Office of ManagE~~ent and Budget to review `l
Federal activities des-'a-red to improve the system, c- justice
in this country. These include: (1) justice research
programs; (2) justice 'information and statistical. ser.ices;
(3) justice policy and planning offices; (4) fina_cial
assistance for State a_d local systems; and (5) o_^er reform
activities such as juvenile justice and delinquenc?.- prevent-
-ion programs.
This review will rely heavily on advice and counsel from
Congress, Executive dez.artments and agencies, the rudiciary
State and local officials, and the public.
