This responds to your July 5, 1977, letter addressing the
critical role which the intelligence community must per-
form in implementing the President's policy on nuclear
proliferation.
The report is a useful first step in identifying the needs
of policymakers. I agree with the need to reexamine po-
tential redundancy in production of technical intelligence
on nuclear proliferation by CIA, DIA, and ERDA. In addi-
tion, I agree that multi-disciplinary analysis must be
properly organized to take advantage of the special ex-
pertise of the components of the intelligence community
and, at the same time, eliminate undue redundancy.
One step I would propose is a schedule of country inter-
disciplinary studies that will provide authoritative
warning to policymakers of foreign nuclear developments
inimical to U.S. interests.
Please keep me informed of your progress in implementing
community planning on this subject.
