Dear Jim:
I have decided to seek a single, classified appropriation from
Congress for 1979 for all elements directly under my command, including
the Intelligence Community Staff. I feel most strongly, therefore,
that the Intelligence Community Staff budget should be omitted from
the public, unclassified Presidential budget document now being
prepared for submission to Congress. If there are any problems with
deleting this item, would you please get in touch with Jack Blake as
soon as possible since I will be on leave until 6 January 1978.
