SUBJECT: Additional Guidance on Reduction in Reports
Required of the American Public
In his memorandum of February 16, 1977, the President asked
each of you to establish a goal for reducing reports and
suggest changes to laws which may be requiring unnecessary
public reporting. I recently learned that agencies are
presently maintaining more than 6,700 personal data systems
containing almost 3.9 billion records. A third of these
systems and more than 80% of these records are based on
information obtained from the public rather than government
employees. Those are astounding numbers.
In the course of establishing your goals and formulating
recommendations for legislative changes to reduce public
reporting, i would appreciate it if you would place
particular emphasis on eliminating or curtailing systems
containing personal information. Your report on March 31
should include a specific discussion of how you plan to
reduce these systems. In that way we can reduce not only-
the cost of public reporting but also the extent of
unnecessary intrusion by the Federal Government into the
