MEMORANDUM FOR : B. F. McMahoij,
Conanander, U. S.
SUBJECT : President's Address to the UN
None of the offices queried in response to your request -
specifically, CIA production officers, the NIOs, and the 1C
Staff - feel that they have anything unique to contribute on
this subject. The attached memorandum from the DDI notes two
topics which, although certain to be covered by State, are of
such importance in the UN environment that they deserve specia.
attention.

SUBJECT Suggested Topics for President's Adores-,
to the UN
1. For the most part, CIA production offices feel
they can add very little to what they expect State to
suggest. Two topics, however, were identified which
are considered to be of growing importance to the
developed and developing nations alike:
--the quest for secure access to scarce resources,
the willingness of the developed nations to share
Mo modern technology and industrial know-how Suitt.
the LDCs.
2. These two subjects are closely linked and area
becoming more important as the North-South dialogue
deepens.
