That portion of NSDM 314 assigning responsibility to the Under Secretaries Committee is hereby superseded. That responsibility is transferred to the NS(- -Ad Hoc Group on Population Policy which is hereby established. This Group should be composed of representatives of the addresf:ees and will be chaired by the Assistant Secretary of State for Ocean.3, International Environmental and Scientific Affairs. This Group should report as appropriate to the. Policy Review Coxnm chaired by the Department of State. The performance criteria called for by the NSC memorandum of January 3, 1977 should be prepared and forwarded to the White Eous*> by the Department of State. The President endorses the policy recornrnenda.-- tions contained in the Executive Summary of the NSSM ZOO response, with the following observations and exceptions: AID ProLfrains Care must be taker? that our AID program efforts are not so diffuse as to have little impact upon those countries contributing the largest REFERENCE growth in population, and where reductions in fertility are most needed for economic and social progress. Research and Evaluation. The examination should include an evaluat:on of AID program efforts as well as other efforts by national or inter national groups. The study would attempt to determine the sel.arai_t effect of the population program, taking account of other economr-ic social factors which may have also influenced fertility. Research on broader issues should be undertaken examining the fa! r:.1-a affecting countries. change (or lack of change) in the birth rate in di.ffere-,-it Funding for Population Proyrarrls: The President desires that a review be undertaken quickly to exarr iF ,=? specific recommendations for funding in the population assistan.-.e au,: family planning field for the period after FY 1976. The Role of Other Countries: Emphasis should be. given to fostering international. coopera=tion in reducing population growth in pursuing the recommendations of the World Population Plan of Action. It is important to enlist add-_t0' or6 contributions from other developed and newly rich countries fos bilateral and multilateral programs. Basic Aparoa ch to Developing Countries' Population Programs: Leaders of key developing countries should be encouraged to st rf national and multilateral population assistance programs. The objective of the United States in this field is to wort: closely w:fh others rather than to seek to impose our views on others. Coordination of United Sta::es Global Population Implementation of a United States worldwide population strategy wil.l. involve careful coordina tion. The response to `?:-f!S.::i 200 is a good beginning, but as noted above, there is need for further e:,:-i.millatio.l of the mix of United States assistance strategy and its mo = t efLcierit application. The President, therefore assigns to the Chairman, NSC Under Secrt.--- taries Committee, the responsibility to define and develop policy in the population field and to coordinate. its imples:-en -ati.on b y and the NSSM 200 response.
