SUBJECT: Soviet High Energy Weapons
As a precautionary review, I intend to have a working group of
the SCC meet to discuss both the likelihood and the possible
implications of a breakthrough in Soviet high-energy weapon:=y
for U. S. defense and foreign policy. In this connection, wt
will need your assessment of the Soviet efforts in the general
area of high-energy weaponry.
The working group plans to meet at 3:00 p.m. on Thursday,
May 5.
