MEMORANDUM FOR HEADS OF DEPARTMENTS AND AGENCIES

SUBJECT: Cardiopu1moLary Resuscitation Training (CPR)
Cardiovascular disease is the country's number one k_llex.
Cardiopulmonary Resuscitation Training (CPR) is the only
method of acute help that can be administered by a lay-
person to a person suffering a heart attack, and it take7
only a few hours to learn.
The American Heart Association has undertaken a cardio-
pulmonary resuscitation training program for federal
employees. The training will be based on the "Pyramid"
model --- the American Heart Association trains a few kc
instructors in each agency, and they in turn train o--her
federal employees.
If you would like your agency to take advantage of this
service being offered by the Heart Association, it will
be necessary for you to designate someone in your agency
(perhaps the head of your employees' health unit or some-
one in personnel) to serve as the initial contact with t:h
Heart Association. Your designee's immediate responsiblwities
would include the following:
- attending an orientation meeting with
representatives of the Heart Association;
- identifying and signing up the persons in
your agency who would be trained as instruc-
tors (I understand that approximately 16 hours
are required for training instructors but only
four to eight hours are required for each
rescuer); it

- coordinating the place, time and other logis-
tical details for the first. training session
in your agency;
- helping the agency instructors identify other
employees to be trained and possibly helping
them schedule the sessions;
- continuing throughout the training period to
serve as a contact with the Heart Association,
as necessary.
I understand that several agencies already have the neces-
sary training equipment (mannequin, film, etc.) which could
be shared so that no agency would need to purchase new
equipment. The basic requirements from you as head of your
agency are personal support for the program and making it
possible for your employees to be trained without loss of
pay for the time they spend in training sessions.

ation.
