Reductions are all in the Directorate of Operations or the Clandestine Service which is our organization for h:n an spy activities. The Clandestine Service was at 0 during Vietnam. II. The cut of positions will be phased over FY 78 and ) Y 79. Almost all of the positions reduced will be in the ileac'cauarters. Overseas operational strength remains constant. All grade levels will be reduced slightly -- higher perc~nitage at the top. III. The cut does reflect the fact of reduced emphasis or cove=rt action -- long before Carter Administration. It does not reflect any lessened importance of the clam,;nine intelligence function. If that had been the intent, the cuts would have been t overseas. IV. One was the overstaffed section of the CIA which carries oug the covert action and clandestine collection of intelligence iof-wia- tion. Everyone, including long-time members of CIA's top manageii agreed that Division was too large and that reductions were badly needed for morale, efficiency and economy. Admiral Turner took or the necessary but unpleasant task of reducing-that staff by lI 25X1 positions. In commenting on this action, I would like to emphasize two points. First, this in no way signals a shift in reliance from human collection to technical means of obtaining intelligence infor,nati7.w. The balance remains the same. Secondly, I fully support what the Admiral is doing to strenuu en the CIA. I have been very pleased by the performance of the CIA. I'm sure solving some of the problems, such as this one, will only make it better.
