1. Discussed evidence of possible leak of security information.
Agreed that Brzezinski would set up a meeting between the Attorney
General, himself, and myself to discuss this. -

brought into this move at all, even though it has a major impact on
his programs and budget. Brzezinski agreed that this was an oversight.

4. Talked about Brzezinski coming out to the Agency and talking
to a group of our people about his concepts of US foreign poiicy. It 25X1
up to me to set the time and place for doing that.

6. I delivered a. copy of the budget with my forwarding letter
to the President. I said it was my understanding that letters I addre
to the President would go to him, whereas letters I address to the
National Security Council Advisor suggesting they go to the President
would be a matter for his judgment. I didn't know whether this letter
had in fact gone in because 0MB was unable to tell me. I requested
that it go in. Brzezinski preferred to take the letter itself with
the enclosures rather than the entire budget book.
