SUBJECT: CIA Study on KGB Behavior
1. Attached is a study we've done on the connection between
the KGB's recent indications of aggressiveness and the Politburj's
attitude towards the Carter Administration. I thought you would
enjoy glancing at this in view of your interest in interpretati=on
of foreign attitudes towards the Administration.
2. The report did not specifically discuss two incidents cif
KGB aggressiveness. You would be interested in knowing, however,
that I have one high-level internal study group going over all the
material concerning those two instances. Their work should be clone
in early December. I've waited until recently to get this thorough
review under way because more fragments of information as to ti t
;lappened ;lave been coming in. I am also organizing an external
review group which will pick up when the internal group completes
its review.
