Harold Brown had talked to Brzezinski abou this being too much of a net assessment and something that would inevitably drive the DCI into talking about US force levels in testimony before Congress. Brzezinski's idea is that maybe the study should be a CIA study for the NSC rather than an NIE. I said I didn't think that.it was truly a net assessment and that there was no way to hide from the Congress that'we were doing an annual NI--, especially after last year's fiasco. a. I then described the four static and eight quasi-dynamic charts to Brzezinski and Aaron. They were quite enthusiastic about them. Brzezinski said this work must continue. We will talk with Harold Brow;i after the PRC meeting on Friday as to what form it will take. b. Brzezinski is interested in the further iteration of the quasi-dynamic indicators as to what they would 1G)ok like if each side launched on warning. I told him I thought they would be about the same, only the curves would each be depressed. c. Aaron was interested in making sure the text had a good explanation of two-on-one versus one-on-one. 25X1 2. I delivered copies of our ma~tricef on these and discussed them at some length. 3. Executive Order. Brown has submitted a two-page paper on the GDIP question. I pointed out this was not fair to us; they agreed and suggested I put in a paper on this. Please have one prepared. They gave me a copy of the Decision Menorandum. There will be a meeting at 1600 tomorrow [17 November] with Press. Duncan, Turner and Aaron to map out the strategy for the 1700 briefing of the SSCI. The idea is to have the briefing before the PD leaks. Press will lead off in the briefing. 5. I mentioned that I had made a speech in Chicago. Brlezirs:i reminded me there was a directive out that all speeches shoulc be cleared with the NSC. I can't remember whether I've seen this or not--I think I have.
