TheDirectorate for Operations has no evidence sugges.ting.that the Soviet Government is-seeking to-test the incoming U.S. Administration through actions in Gervany. Judging from past- patterns, the East German actions in Berli_ -have been approved by Soviet authorities.- We have no clandestine information on their background, but plausible explanations are not hard to find in the present state of relations between the Soviets and the East Germans on one side-and the West Germans on the other, a subject on which we have clandestine reporting. We judge that any broader international. motives on the Soviet part are less likely to concern relations with the U.S. than-plans for coming developmeints in MBFR and/or CSCE. 2.
