Spending Revenues From Taxes in the
Energy Plan
Yesterday's Cabinet brie-'--ling on the energy plan
included a lively discussion of ways to spend revenues
collected from taxes in the energy plan.
To follow up points he raised in that discussion,
Brock Adams has transmitted the attached memorandum.
Since we know that many of you have views on Brock's
proposal and alternatives proposals of your own, we
are circulating Brock's memorandum for your reaction.
We will compile any comments receive by April 28 and
forward the President a comprehensive summary.
