C. 20505 Dear Admiral Turner: 6 APR 1977 This year we are introducing a rather ambitious exercise to cap off our academic program. This exercise is called the "Final Synthesis" and has been designed to provide our students with an opportunity to bring together into a comprehensive whole information and understanding gained during their year of study at the ICAF. Specifically, the Final Synthesis will attempt a comparative analysis of the capabilities of the United States and its allies in an in- creasingly interdependent world vis a vis the Soviet Union and its allies (less the PRC), with respec~to resource management for national security in general and for the Department of Defense in particular. This study will examine the assets and liabilities of the United States and the Soviet Union in a global context and culminate with an evaluation of their relative positions which, in turn, could suggest alternative policies and programs available to the United States. Scientific and Technological Resource Capabilities and Potential - A comparative analysis of the scientific and technological components of national power in a global setting, examining such factors as organizational, budgetary and manpower trends; trends in defense research and development; the impact of interdependence on the performance of R&D in the United States; the question. of collaborative NATO R&D; the consequences of commercial and defense technology transfers among NATO members, with developing countries, and between NATO and Warsaw Pact nations; major strengths and weaknesses of the U.S. and its allies and Warsaw Pact countries in scientific and technological capabilities and potential and their influence on national policies; and the options open to the United States to improve its relative position. 2. Natural Resources Capabilities and Potential - A comparative analysis of the natural resource component of national power in a global setting, examining such factors as the requirements for and availabilities of critical natural resources for national security and defense; the implications of natural resource locations and access to them; international markets and marketing structures and organizations; the political and military consequences of resource scarcities; the impact of resource interdependence; major-strengths and weaknesses in natural resource capabilities and potential of the United States and its allies and Warsaw'Pact countries and their influence on national policies; and the options open to the United states to improve its relative position. 3. Manpower Resource Capabilities and Potential - A comparative analysis of the-human resource component of national power in a global setting, examining such factors as the size, age distribution, and skills of working populations; education and training for defense-related industries; quantitative and qualitative aspects of both active and reserve combat and support forces as well as of civilians employed by defense establishments; budgetary implications for meeting manpower needs; the influence of interdependence on manpower management; the unionization of military and civilian personnel; major strengths and weaknesses associated with human resource capabilities and potential of the United States and its allies and Warsaw Pact countries and their influence on national policies; and the options open to the United States to improve its relative position., 4.
