Letter to the DCI inviting him to send two Agency staff members to participate in the Eighteenth Strategy for Peace Conference, at Airlie House, 13-16 October 1977 1. Action recommended: Signature on the letter attached. 2. The letter from Dr. Redick, extending the invitation, is ambiguous. I called him and confirmed that he was, indeed, inviting you to send a second CIA representative, in addition to Les Dirks, whose participation had been requested by Pete Scoville, leader of the discussion group on "Military Competition in Outer Space." Upon my inquiry, Dirks said that he is prepared to go to accommodate Scoville if you approve. DDI (Paul Walsh) considers participation by one of our analysts desirable and nominates for the South Africa discussion group. II ST indicates that he will be delighted to go. 3. The Stanley Foundation Strategy for Peace Conferences do not seem to have much effect on policy or otherwise. But they do afford occasions for stimulating discussions and useful contacts with the academic community. 4. There is no cost to the Agency except two days from work for each participant. 5. The Eighteenth Strategy for Peace Conference will be held October 13-16, 1977, at Airlie House near Warrenton, Virginia. Enclosed is a brochure outlining the six discussion groups which will be meeting simultaneously, and a copy of last year's conference report. This annual conference explores urgent U.S. foreign policy issues and advances recommendations for new U.S. policy initiatives. We have enjoyed the participation of CIA personnel in the past and have in- vited Mr. Leslie C. Dirks of the Agency, a participant in last year's conference, to take part in this year's discussion group "Military Competition in Outer Space" which will be chaired by Dr. Herbert Scoville (a former Deputy Director of the CIA himself). We welcome the participation of one of your associates in a discussion group of your choosing. The Foundation will provide room and board as well as bus transportation from Washington, D.C. All participants attend as individuals rather than a. representatives of their government or ageacy. Discucs_un3 are off the record so as-to encourage a frank exchange and the exploration of new ideas. As a point of interest I add that our fathers are good friends and frequent golfing companions at Farmington Country Club in Charlottesville. In addition, over the last few years I have had several exchanges of letters with your father, Oliver Turner, about the work of The Stanley Foundation in the area of international politics. Thank you for your consideration and I hope to have the opportunity to meet you sometime, perhaps on a future trip to Charlottesville.
